Definitely promethea.

Callosamia
Looks like Callosamia promethea, but that may be the saturation in the photo, so it leaves me wondering angulifera as well.

this is in northern WI, far from any tuliptree, so i would think it couldn't be angulifera

 
Distribution
Well, the Tulip Tree and the moth (angulifera) are both found just south and just north (Ontario) of you, so perhaps both are present, but sparsely so, in WI.

Or this could in fact be a promethea.

 
I would think it has to prome
I would think it has to promethea. Unless this is an angulifera that migrated a few hundred miles outside of its range. There are no tuliptrees growing naturally in WI, although I know you can find one here and there in far southern WI, grown as an ornamental. But those would still be 150-200 miles south of where I saw this individual. I did lighten the image up, and enhance the color a little, because it was at night and the original photo was fairly shadowy.
