Moved from Giant Silkworm and Royal Moths.
Clearly not saturniids, but I'm very skeptical that they're fall webworms. Roar, can you point to any sources that support your ID?

2 things wrong
1) This isn't a tent caterpillar. This is Hyphantria cunea
2) Hyphantria cunea isn't in Family Saturniidae. It's in Family Arctiidae, Superfamily Noctuoidae.
Consider moving this.

I did not say it was Saturniidae...
I said the barbs looked similar to io and buck moth. I rear Saturnids and know they do not tent ;)

I also know fall webworms but had never seen them in first (second?) instar, thus did not recognize. Nor had I seen them on perennials. All of these together had me stumped as to what they are, if in fact this is what they are? I cannot find other 1st instar photos and these definitely look more like barbs than hairs which are indicative of webworms, though the web certainly is a definite sign.
