Xeromelecta californica
Identified by Roy R. Snelling, Natural History Museum of Los Angeles County.

Removing from Frass.
This is a cuckoo bee, but one I don't recognize straight off. I'm going to put it in the Apidae guide until a better image comes along. It may represent a new genus for Bugguide as it is right now.
