I've wondered for the past few years what type of hopper this is, and is it an adult? Thanks for the help.

Reminds us of nymph of
Campylenchia latipes. Check out images in the guide here while you wait for a firm ID from Dr Hamilton.

Campylenchia latipes
The only other species in this genus from North America is western.
