When I approached, these moved their business from the front of the sunflower head to the rear where this photo was taken. The top bug on the left was actively trying to dislodge the one below him.

Yes, Lygaeidae for sure.
Small Milkweed Bugs, Lygaeus kalmii. They seem to be quite highly variable in patterning and color tone. See http://bugguide.net/node/view/460/bgimage
They're very common in my area too, and tend to run away when approached.
