Ichneumonid wasp (subfamily Ichneumoninae)
Black and yellow color is rather common in this subfamily, especially in a genus like Amblyteles, to which this one species could well belong. But a very close examination of head and thorax is needed for an ID even at the tribe level.

Damn
I would've never thought that was an ichneumon wasp. Are there any species that sting?

Thanks Richard
Usually the Ichneumons I see are very wary and skittish. This one was very calm and unconcerned about a camera lens 2 inches in fron of its face. Thanks again.
