The golden hair alone might be distinctive. The wing picture shows base of R with hairs, ruling out most of the subgenera with colorful legs.

Simulium female
I think this is a Simulium based on the short R cell and apparently missing basal M cell. The yellow hair appears in at least two subgenera.

If you can get closer pictures we could run it through a key.

To rule out tribe Prosimulini make sure Rs is not forked as in this picture:


The first division in the key to Simulium is the presence or absence of hair on the base of R, the part to the right of the crossvein in this picture:


The shape of the first two tarsomeres of the hind leg is often important.

A closeup of the claw may reveal whether it's a bird- or mammal-feeding species. Mammal feeders have plain claws like

while bird feeders have an extra tooth on the claw to grab onto feathers.

I think I see a fork in Rs - do you?

I don't see any hair.

The hind claws seem simple - there is one at each end of the last tarsomere, facing each other (end one curved in as in your photo).

It's hard to see the tarsomere shape (I don't have any tools for moving other legs out of the way with things this small); here's the best photo I can get (30x).
