I was browsing pics of this s
I was browsing pics of this species with my dad and he is sure this is what stung his leg (see my post in the forum for more info ._.).
What should I do?
Will he need to go to the hospital?

I'd call it E. biguttatus. The eyes are pretty convergent above (E. quinquenotatus has weakly convergent eyes) and the tarsal comb isn't quite as strong as E. quinquenotatus (they both have very strong tarsal combs). I thought I counted three comb spines on the basitarsus, E. quinquenotatus has four or five and they are usually slightly bladelike near the apex.

 
I agree.
I agree with Nick, of course:-) I will add that the tarsal spines can break off. I once keyed a sphecid to a genus found only in Japan, only to find that one of the tarsal spines had broken off! Using the 'other' leg, with its full complement of spines, I keyed it to something found on 'this' continent:-)

 
It drives me nuts!
I get that with the subgenus Anoplius all the time, and it drives me nuts! The females can last all year and by the time you get 'em in September the tarsal spines that you need to separate species groups are so worn that you have to use another character.

Probably something again in Episyron and may be biguttatus Tom.
