I've seen this bug visit flowers several times. Is it a fly? My first thought when it buzzed by was bumblebee; it's a big bug. I just dashed outside with a flashlight and a tape measue - the flower is a half an inch across, and in my pictures the bug is as long as the flower is wide.

It is indeed a fly--a Syrphid. I'd even guess that it's in/near Palpada:
