Likely Dilophus tibialis
Key in Hardy (1945) (University of Kansas Science Bulletin 30:498).

The female keys to a group of indistinguishable species. The photo of the male isn't clear enough, and the key relies on genital characters.

The most likely species is Dilophus tibialis of which Hardy writes "Type locality: Sitka, Alaska. This species is very abundant in the North. Specimens have been examined from numerous localities in the following possessions, states and provinces: Alaska, Alberta, British Columbia, California, Idaho, Manitoba, Michigan, Minnesota, Montana, Ontario, Oregon, Quebec, South Dakota, Utah, Washington and Wisconsin."
