Scores of these were at the waterline in a shaded area. I'm not sure if they were just feeding on the algae there or if it was a mating aggregation.

I'm assuming P. herricki is the only eastern species?

Nice. Yes, P. herricki is the only eastern species. You have to get down to Texas to pick up a different species. I often find Psephenus falli out here in much the same situation as yours -- right at the waterline. I think the placement also might have something to do with pupation sites as I will often capture both larvae and adults while dipnetting. I usually don't pick up pupae this way, but I suspect they are either wedged into crevices or attached very securely to rocks.
