Shape of Head
To me, the shape of the head suggests Pompilidae rather than Ichneumonidae, but I don't find a match for blueness in the photos of Pompilidae and don't recall anything like that for Ichneumonidae.

I seem to have missed those. It does seem as though the California photo may hint at the notch in the median impression in the pronotum. Focus not quite clear enough to be sure.

could also be something in the
coronata
group of
Ageniella
. They are quite large for an
Ageniella
and usually have all dark wings with bright blue reflections. However,
Tachypompilus
cannot be ruled out by what is visible here, either.
