This has very rough elytra and was out in April. Compare Cicindela rufiventris, which has smooth elytra (and a red abdomen, when visible) present at the same site in July:

The habitat was a clay bank on the shore of the Eno River.

Yes, that is duodecimguttata. Those are fairly common in early spring on clay river banks (or rocky/clay) in western NC. Nice picture.
