Size: 10mm
Feeding on milkweed flowers--some kind of native bee? Or is it a wasp?

He is all black including the legs. Interesting!
His very clear wings, bright colored eyes and dark mandibles will help to distinguish him, but I'm not exactly sure of his species, at this time. -- 11 flagellomeres = ♂
