Prionyx sp.
This is definitely a species of Prionyx. Relatively compact body, short petiole, globose abdomen are all characters to look for.

Sphecid...
I know it's a sphecid, in fact I know it's in the subfamily sphecinae. I think it might be in the genus
Palmodes
, but you'll have to wait for someone more experienced with sphecids to confirm this.
