Size: 16-18mm wing span
I think this is a Beefly, not a Hover fly. It's dead,in a web and the house spider is sitting nearby.ID'd as Deer Fly,Chrysops vittatus...Thanks.

Tabanidae
It is a horse fly genus Chrysopa.
