Moved
Moved tentatively from Leafhoppers.

Stirellus?
Stirellus is most likely, but Gillettiella also occurs in your part of the world. Please try to find adults.

I did find a Stirellus bicolor adult that day (http://bugguide.net/node/view/668284), and have since found more adults of that species in the same general area.
