Why is Cicada ovipositing while going up block wall? Do they just let eggs fall onto ground below also?

They deposit eggs in tree branches. When the nymphs emerge, they crawl down the tree trunk, burrow into the soil and feed by tapping into the roots. Are you sure it isn't expelling waste?

See additional closeup photo. I googled Cicada eggs and images looked like these white oblong things. I couldn't figure out why she would be ovipositing going up the block wall.

 
Interesting...
Based on how vivid the colors are, this looks like a recently emerged insect. Some Saturniid moths begin ovipositing soon after emergence, so you may have a similar occurence here. Great photos, btw.
