Tachypompilus ferrugineus
This is not the nominate subspecies as in most of the other photos on BugGuide. This is T. f. nigrescens or at least an intermediate between this and the nominate subspecies. Many areas of this specimen are black that typically aren't black in T. f. ferrugineus (mesonotum, parts of the head, first two abdominal sternites, and hind fermora). Also, this subspecies is found mainly on the east coast and New England.

Pompilid?
it is not the perfect angle, but I think it could be a Pompilid wasp. There are some Pompilid specialists here, they can tell you the genus for sure..
