I'd like to know if these are egg sacks or dinner, and is this a black and yellow garden spider?

Egg sacs I believe
I don't know for certain, but I'm fairly sure those are egg sacs. I don't think it is a black and yellow garden spider, but maybe something like this?
I'm not an expert, but maybe looking around that species or related ones could come up with a better match. I'd bet there are some experts that can ID this, though.

Great shot, and this should be Mecynogea lemniscata. It's supposed to be the only species in the genus in the US according to the info page. Compare with:
