Fly - soldier fly? - Laphria

I'm not sure, but something about this fly suggested a soldier fly to me. The closest match I can find is something like Berkshiria, but that's not right, either. The fly had yellow feet and haltiers. The haltiers were especially notable, as they were a bright yellow. ID help appreciated. Thanks!
