Dilaridae
This is a neuropteran of the family Dilaridae, genus Nallachius; most probably N. americanus, as the only other species known from North America north of Mexico, N. pulchellus, appears to be found only in the far Southwest, whereas N. americanus is widely distributed throughout the eastern USA. The individual in your photo is male, as can be determined by the pectinate antennae. Some biological notes on N. americanus can be found in MacLeod and Spiegler 1961, Proceedings of the Entomological Society of Washington 63: 281-286 (viewable online here).
