Moved to Araneus
Moved from ID Request. Probably A. gemmoides as mentioned. I'd like to check my references before moving to species page. If you can get a more dorsal shot & a ventral shot that may help for the species ID. However, either way it's not a dangerous spider.

Harmless
Pretty sure that's a Cat Faced Spider. They are harmless to humans, but if handled and bite, their bites feel like a bee sting. Not venumus. Very unusual looking and cool!

 
Venomous
Almost all spiders are venomous but not medically significant. I think Uloboridae is the only family known native to the US which lack poison glands and there are two other families from elsewhere the names of which I can't recall that are new to science.

A gemmoides?
A. gemmoides does seem very likely to me given the location.

Orb Weaver
I think that's an Orb Weaver in Araneus. I'm not an expert but the color, shoulders and characteristic "white line crossed by two shallow white Vs" on the abdomen remind me of the Cat-Faced Spider, there are probably quite a few others it could be though - I don't think a specific ID can be made from this picture. Maybe an expert will have more input.
