This looked like a paper wasp as I have posted those before. This one however looked to have very different markings on it when I saw the pictures.

Looks like to me.

 
P. aurifer.
Tom can't be faulted here, Polites aurifer was long considered a subspecies of P. fuscatus, and might be so again, depending on the whims of taxonomists:-) Outstanding image.
