Spotted caterpillar - Nematus

These were all over a plant, but I'm not sure what the plant is. They were near a body of water, right on the edge. When they felt threatened, they would arch their head out away from the plant in an "S" form.

Sawfly larvae
These are sawfly larvae of some type. I can tell by the defensive behavior (that's the tail in an 'S', btw) and by the presence of more than 5 pair of prolegs. I haven't seen any like these. I think one of our contributors knows sawflies well and maybe he'll offer something more specific.

Willow sawfly?
Maybe that's willow? Several species I found in the genus Nematus have this general appearance. Here's one:
