Gasteruptiid
Another interesting wasp:-) Members of the family Gasteruptiidae are parasites of other wasps. This specimen is a female (note long ovipositor). The "neck" and swollen hind tibia ("shins"), identify these wasps. Genus is Gasteruption.

Thanks for the identification of this very interesting wasp. It was a challenge to photograph because it is so small and moves so fast. I was lucky to get a shot of it. Really appreciate your contribution of your expertise to this wonderful web site.
