perhaps. I suggest you look at the Tiphiid family, genus Myzinum or related, e.g. here: 1. It certainly is not a paper wasp.

 
Confirmed.
Yes, this is a female Myzinum sp., but to the uninitiated, I see how it could be mistaken for something like Polistes dominulus.
