I'm pretty sure this is a spider wasp and my searching at BugGuide has brought me to Ceropales maculata except for the black and white colouration. It was low in vegetation at the tip of a sand dune in an area where other spider wasps are active. Any guidance appreciated.

More northern members are often marked with more of a creamy-white rather than the more familiar yellow.

I'd...
leave it at Ceropales. It's probably C. maculata (that species is extremely variable) but it could be something else. The characters that separate these species are not visible in these photos.
