Tiphia sp. (Tiphiidae) - male
The hook-like extension at the apex of the last urosternite is a hallmark for Tiphiid males, and is often mistaken for a stinger. Myzinum males have it more developped still.

I'd probably say this is a tiphiid wasp. I could make a guess at the genus, but I'll let someone else do that.
