Tiphia
Some kind of Tiphia wasp. By looking at its larger size and more hairs I would say it is a female. If this was photographed it spring I would call it Tiphia vernalis, but I can not be sure. I work with T. vernalis as a bio-control for Japaneese beetles. I have heard of a fall Tiphia but I do not know much about it. This could be it.
