Could be in the genus Protode
Could be in the genus Protodejeania, and in California occurs the species echinata.

Martin is correct, this is Protodejeania. There are 2 species in North America and both have been recorded from the west coast, so it is not possible to give a species ID with certainty, but P. echinata is the most likely species.
