Is it Lithurgus apicalis, the same as this one, found in the same garden.

correct spelling is Lithurgus not Lithurge

I suspect this is a member of the genus Lithurge (aka Lithurgus), which are very common in cactus (Opuntia) blossoms at that time of year. They are in the leafcutter family Megachilidae.
