I believe this is a robber fly--Efferia aestuans (aestuans)--but am looking for verification. What it's holding down underneath itself I have no clue, though it looks like it may be some kind of grasshopper. They were plentiful in the field in which this was taken.

This is not Efferia. The ovipostitor is not quite right especially for aestuans. And the wing veins are wrong. It may be a female Neoitamus or Machimus. That could be a leafhopper species in its grasp.
