This appears to be a nymph (no wings) and a much smaller one (early instar?) was nearby, however the coloration was different. They were on flowerbuds on tall stalks of Alligator Flag (Thalia geniculata L) in a marsh. (The photo shows them on the railing where they were placed for photos.)

BTW - I have video of the insect, for what it's worth.

In hopes of helping to identify this individual, here's a (blurry) image of the smaller one referred to above.

I have learned the plant's name is Alligator Flag (Thalia geniculata L)
