I think this is a good bet based on the puffiness, width, and position of the mines. The two known
Rubus
-mining
Metallus
species can be determined by the ventral markings of the larvae (which mine belly-up), but vacant mines are probably indistinguishable (although I suppose they could be identified using exuviae). These mines may be incomplete or aborted; they typically get much wider than this.

I think this is actually a
Metallus
. If you have other examples, or another shot that shows the frass (or larva, if present) better, that would help to confirm.
