Trepobates?
Perhaps Trepobates, see Insects of Cedar Creek. Our good friend Giff Beaton has some photos he believe to be that genus as well.

I'll check in Slater, later, and see if that is of help!

I should try to work on those--they always swim away when I get close.

it looks like Giff's images of Trepabotes, however the image on Cedar Creek is pretty bad. I tried looking at images on google, but Giff's seem to be the only decent ones.

 
Print reference--looks good
Slater, How to Know the True Bugs, illustrates Trepobates pictus, p. 214, fig. 435 (1), length 3.5-5 mm and it looks very close, but not identical. That reference says there are 9 North American species in genus. I can follow Slater's key partly, it says Trepobates has first antennal segment shorter than three others together--looks correct on your photo. Then, no large bristles on third segment keys to Trepobates. One complication mentioned by Slater is that this genus superficially resembles nymphs of Gerris. I think we've got the genus, at least, however.
