hard to be sure from this photo,
but based on your description, he is probably
Trimerotropis pseudofasciata
, which has clear hind wings usually tinted bluish (at most a faint dark cross band). The other common one in that area that looks like this is
T. pallidipennis
, which has pale yellow wings crossed by a curved black band. When the wings are folded, they look alike, but are usually easy to tell apart if viewed in profile, though not so when viewed from directly above.
