Genus- Neoconocephalus
Which isn't a very big step- most coneheads are in this genus including 8 or 9 species in your area. It is probably Sword-bearing Conehead, Neoconocephalus ensiger. That is what it looks most like, but I can't say for sure.

I agree with Phil that it's probably a Sword-bearing Conehead (Neoconocephalus ensiger). To get a better ID, you would have to look at the ventral view of the cone.

After keying it (http://buzz.ifas.ufl.edu/g185a.htm) out based on what I remember, I think Sword-bearing Conehead (Neoconocephalus ensiger) is the correct species. The habitat was also correct.

Yes, it's certainly a Sword-bearing Conehead (Neoconocephalus ensiger). I don’t think there is a species page for Sword-bearing so I didn’t move it.
