Brontaea humilis (Zetterstedt, 1860)
Moved from House Flies and kin.

Still waiting on other feedback, but I've convinced myself this is the correct ID. An introduced species from the Old World, this is apparently a new state record (previously known from MI, NC, ON, QC, BC). Breeds in horse dung.

Features of B. humilis, noted in (1), all match: scutum of male dark-brown dusted, no vittae; dark calypters, and sunken parafacials, also the setal pattern on sternite 1 and setae on hind tibiae. Note the female will look quite different, with prominent gray vittae.

 
Update
Nikita Vikhrev seems to agree this is probably Brontaea humilis, see thread on diptera.info.

Although still "recently" (e.g. (1)) placed in Brontaea, this species is placed in Gymnodia on diptera.info. I will leave as is for now, but the genus name may need to be changed.

 
Brontaea humilis
Brad, great work getting this identified! I found it near some large farm fields and people do occasionally ride horses there.
