Interestingly, very similar specimens from Colorado have a much more extensive reddish coloration. I suspect these Western Ancistrocerus are very close to A. campestris and are maybe from the same species.
Your specimen is like a "missing link" to only black and yellow Eastern populations. A situation reminding of Polistes aurifer respective to "ordinary" P. fuscatus.

 
A. tuberculocephalus?
That species is common in Oregon, and I presume other western states as well. This image reminds me strongly of it.
