True bug
I would say nymph of Pentatomidae (stinkbugs or shield bugs). Spittle bugs are member of the group of hoppers and this is defenitely not a hoppper-like bug.

"true" bugs and spittlebugs
"True" bugs, Hemiptera-Heteroptera (incuding stink bugs), have long antennae with 4 joints; you can see this easily in the photo. Spittlebugs and other Homoptera-Auchenorrhyncha ("short-horned" bugs) have tiny, bristlelike antennae.
