I've been guessing so many wrong, I think I'll wait for help with an ID rather than guessing this one. It was sitting on the side of our garage, early afternoon.

According to Dr. Mockford in “Species of Philotarsus from North and Middle America and a New Philotarsine genus from Mexico, Guatemala, and the Greater Antilles” Journal of the N. Y. Ent. Soc. 114(3);108-139, 2006: “all re-investigated North American records of Philotarsus picicornis apply to Philotarsus parviceps. Although the [former]species has not been recorded from North America, I have kept it in the key on the chance that an introduced population may have been overlooked.” This means that in Mockford’s North American Psocoptera (p. 228) Philotarsus picicornis should be Philotarsus parviceps.

Philotarsus picicornis
All those fine hairs along the veins, the presence of a cubital loop and the location of brown markings would suggest this is Philotarsus picicornis; Family Philotarsidae. This is also the only member of the genus known to Eastern Canada.

Thanks to both you and Robin for the ID. From the Fauna Europaea website I find the taxonomic hierarchy for Philotarsus picicornis to be as follows:
Order: Psocoptera
Suborder: Psocomorpha
Infraorder: Homilopsocidea
Family: Philotarsidae
Subfamily: Philotarsinae
Genus: Philotarsus
Species: picicornis

It appears to me from this information that BugGuide doesn't currently have a category below Order for this specimen Is that correct If so, I guess a new page will be required.
