Philotarsus picicornis
All those fine hairs along the veins, the presence of a cubital loop (can be seen in other photo) and the location of brown markings would suggest this is Philotarsus picicornis; Family Philotarsidae. This is also the only member of the genus known to Eastern Canada.

I think this looks more like
I think this looks more like a P. parviceps. It is distinguished from P. picicornis by an additional spot close on the side of vertex, as on this photo. On this individuall you can also see that there is one broad stripe on the abdomen rather then three thin ones as on P. picicornis.
