I was told it was a cobweb spider.

I'll try. It hides inside a crack and I will have to wait for it to come out.
*edit: It looks like the spider has moved. I can see a tinier one, but it is covered by all the cobweb.

Another thing about this species is it's originally from Europe but has since managed to establish itself in Ventura County via a naval base.

It's in the family Theridiidae which are commonly known as Cobweb Spiders, so yes it's really a Cobweb Spider. There are over 2,200 known species of Cobweb Spider.
