"Plant Galls of Illinois"
shows a similar gall on hickory made by a gall midge, Caryomyia holotricha, if that helps.

No. Galls are plant structures which are induced by insects, mites, or Bacteria (and more). These organisms "force" the plant to built a certain structure, a groth in which they live and feed. The gall is often protection and nurishment for the host.
So if you would cut the galls open, you might find an insect larvae in each of them, which will later pupate and emerge. But what you photographed is part of the plant. If you know the tree species you can google for the name of the tree and the word "gall" and you might find out what species it is which causes the galls.
It is a very fascinating story with many open questions.
