Possibly European Paper Wasp
I think this is the European Paper Wasp by the tell-tale orange on the antenna. A serious invader which is spreading rapidly across the country. Whitney Cranshaw "Garden Insects of North America" claims there is not a butterfly to be seen in Colorado this fall and blames this wasp - who captures caterpillars to feed it young. Robber flies are one of its predators.
