Size: Maybe around 5 mm?
I suppose this belongs in Cynipidae (Gall Wasps). Not sure if there is much hope for an ID, the wings are deformed and I found it walking on my leg (no host).

Right…
A female is likely as males are quite rare (eggs are often unfertilized). This one's pretty large for a cynipid.
