Possibly a female of Tabanus fulvulus

Adult female
Any fly that is recognizably a fly can be marked "adult" when you submit it. This is a female because in this family male eyes touch on top of the head. The rule is common but not universal among flies, and occasionally is reversed.

In general, any insect with full size, functional wings can be marked "adult" when you submit it.
