Phlepsanus
This is the species called "P. nigrifrons" in the latest revision (Crowder 1952) based on specimens from AZ; but the types, which do not exactly match this color pattern, are from Arkansas!
Are you sure that the bush was dead? I have taken Phlepsanus on old-growth sagebrush in AZ that almost looked dead, it had so few leaves.

You're right
I think the bush was not completely dead, which makes sense because a leafhopper would not be very interested in a dead bush. I went back and looked at the other photos, and I am not absolutely positive, but I think it was a Burrobrush (Hymenoclea salsola - it wouldn't surprise me if it is not this species though). I think it was the same plant nearby with scale insects, Burrobrush Leaf Beetles (Leptinotarsa lineolata), and Cleonini Weevil Beetles (Apleurus saginatus). I thank you for all of your invaluable help. I'm trying to get better at documenting which plant I find an insect on.
