Galls on Artemesia vulgaris -- Common Mugwort

I believe this is an image of two galls on Common Mugwort -- Artemesia vulgaris. I found a similar image from Thomas of Baltimore on your site. The link is below. Can you tell me what insect may have caused these galls?

It appears that there are no known galls on mugwort
although there a large number of galls on western Artemisia spp. (sagebrush). Simple stem swellings like this on other plants are often caused by midges in the genus Neolasioptera. It would be great if you could collect some of these and see if anything emerges, or at least cut some open and examine/photograph the contents. If you find midge larvae inside, I can put you in touch with a specialist who could identify them.
